Church Budget and Financial Accountability

Make responsible donations possible through transparent records and independent oversight.

Intended for: Treasurers, ministry boards and project coordinators

Private by design: The editable boxes stay in this browser. Nothing is submitted or saved to the website. Do not enter actual confidential pastoral, financial, medical, abuse, or child-identifying information; use fictional examples. Close or refresh this page and the unsaved notes disappear.

How to work through this worksheet

Work with fictional numbers, not actual donor or bank details. This is an educational planning sheet and not accounting or tax advice. Any real nonprofit budget must be reviewed under governing laws, internal financial policies and qualified professional advice.

Read Scripture in context

Open the surrounding chapter and compare the passage's context. Scripture links open in a new tab so your worksheet remains available.

Work through the questions

1. Purpose and time period

What work is the budget meant to support, and over what period?

2. Estimated revenue categories

Donations, grants or fees; distinguish restricted funds and recurring revenue.

3. Essential expenses and reserves

Rent, utilities, staffing, safeguarding, tools, outreach and emergency reserve.

4. Who can authorize spending?

Approval thresholds, dual authorization and independent checks.

5. Separation of duties

Who receives payments, enters records, pays vendors and reconciles accounts?

6. Related-party transactions and conflicts

Disclosure, recusal, bidding and independent approval of conflicts.

7. Financial communication to donors

What will the ministry publish, how often and with what verification?

8. Correction and reporting process

What happens if restricted gifts are misused or financial claims prove false?

Practical review exercise

Build a fictional quarterly budget and have someone independent check whether the records support each public claim.

Limits and safeguarding

A church name does not automatically prove donations are tax-deductible; verify organizational status and relevant law.
