Predestination or free will—what does the Bible actually say?

Short answer

The Bible contains strong language about God choosing, calling and predestining, and also repeatedly commands people to repent, believe and choose obedience while holding them responsible. Christian systems differ over how those truths fit together.

The issue cannot be settled by pretending either set of texts does not exist. This dossier starts with the actual election/predestination vocabulary and the major passages used by different traditions.

1. What do the English translations actually say?

Romans 8:28-30

Those foreknown are predestined, called, justified and glorified.

2. What do the Hebrew and Greek words say?

Important: a lexicon gives a word’s possible senses and usage; it does not magically choose the correct sense without context. “The true meaning” of a biblical word is the meaning it carries in its actual sentence and historical usage.

3. Where interpretation begins

Reformed / Calvinist reading

God’s saving election is unconditional and effective; human willing is real but operates within God’s sovereign grace.

Arminian / Wesleyan reading

God graciously enables response, election is understood in relation to foreknowledge/union with Christ, and saving grace can be resisted.

Other Christian models

Lutheran, Catholic, Orthodox, corporate-election and Molinist approaches frame divine initiative and human response differently.

4. A careful conclusion

Predestination is a biblical word, not merely a later doctrine, and human responsibility is also undeniably biblical. The disagreement is about the relationship between divine initiative, foreknowledge, grace and human response—not about whether either category appears in Scripture.
