Who made it?

A committee of translators working anonymously/collectively.

Why was it made?

To render the ordinary Koine Greek of the New Testament into ordinary current English rather than preserve archaic Bible diction.

How did it develop?

Issued in parts beginning in 1898 and in complete/revised form in the early twentieth century. The translators explicitly emphasized contemporary English and used the Westcott–Hort Greek text.
